The Administrator of the Presidential Amnesty Programme, Dr. Dennis Otuaro, has warned against the collection of money from applicants in the ongoing 2025/2026 scholarship process.

Speaking in Abuja during a leadership and mediation training, Otuaro said the application is free and any form of payment is fraudulent and unacceptable.

He described the reported extortion as regrettable, vowing that offenders will face consequences. Otuaro assured that the scholarship, covering undergraduate and postgraduate studies for Niger Delta youths, will remain transparent to boost education and human capital development.

He urged applicants to apply only through the official PAP portal and await formal responses.
