President Bola Tinubu has refused to sign the National Drug Law Enforcement Agency (NDLEA) Bill 2025 into law, citing concerns over a clause allowing the agency to retain proceeds from drug-related crimes. He said the clause contradicts Nigeria’s financial laws on forfeited assets.

President Bola Tinubu has declined to sign the National Drug Law Enforcement Agency (NDLEA) Bill, 2025 into law.

In a letter read in the House of Representatives during Thursday plenary, Tinubu cited Section 58(4) of the Constitution, raising concern over a clause that would allow the NDLEA to retain part of the proceeds from drug-related crimes.

The President said such a provision conflicts with financial regulations, which mandate that all forfeited assets go into the government’s Confiscated Properties Account.

Disbursement to any agency, he stressed, must follow due process involving Presidential, Executive Council, and National Assembly approval.

He maintained that the existing framework ensures transparency and must not be compromised.
