Seven Nigerian states — Enugu, Ondo, Ekiti, Imo, Oyo, Edo, and Kogi , have officially taken control of electricity regulation within their domains under the Electricity Act 2023.
This historic shift decentralises power from the Federal Government, giving states the authority to generate, transmit, and distribute electricity. While hailed as a step toward energy reform and local investment, experts warn of challenges, including limited manpower and regulatory capacity.
Lagos, Ogun, Niger, Plateau, and Anambra are also in various stages of transition. The Nigerian Electricity Regulatory Commission, NERC, has issued 11 transition orders, urging states to ensure proper frameworks to protect consumers.
