Minister of Works, David Umahi, has instructed the installation of CCTV cameras, solar lighting, and security on nine highways under the Highway Development and Management Initiative (HDMI).
Three committees were inaugurated to expedite the program, aiming to leverage private-sector investment for facility improvement and revenue generation over a 25-year concession period.
Despite approval eight months ago, contractors haven’t initiated work, prompting Umahi’s resolve to conclude agreements this month. He emphasized the need for transparency and efficiency in contract negotiations, directing a review of work scope and cost implications to align with economic dynamics and the administration’s policy direction.
Umahi outlined that concessionaires should adhere to set criteria and project timelines, emphasizing the ministry’s role in design oversight. He stressed the importance of providing alternative routes for toll roads and incorporating safety measures like CCTV cameras and solar lighting.
Three committees, focusing on scoping and design, financial aspects, and due diligence, were established to ensure the initiative’s successful implementation by March 2024.
Umahi expressed a commitment to moving beyond bureaucracy and delivering tangible progress.
